So is it cracked or does it just have a little pitting and staining?

Cracked - wall is pushed in, lump about the size of your thumbnail. Well big enough to hang the piston had it been on a skirt side of the cylinder.

So did the rest of the block not "mag out"? If it did I'd just put a sleeve in the bad cylinder and use the block.. It doesn't have to be decked after a sleeve install.

Speaking of decking; that block with have a 10.300 nominal deck height and if you do cut it down you might end up plus on the quench with some pistons.

It's all going back, as of today. I have other things I could work - like a clean standard bore 400 block in the shed that could go in the same car but use some other spare parts and such. I did not offer $ on the heads, made a slight inquiry but it's all or nothing. $400 would pay for the next two points races and the bracket finals, so I picked "nothing". I just feel that $1400 is way too much to spend on a stock block that's not really rare.
