I would do it like this,
6" max rod length sbc journals
14-1cr , thin rings , vertical gas ports
Cometic or other MLS gaskets
Cam , roller, 274-278 int 282-286 exh .800 int .700-.720 exh 106*lsa in on 102-104
Ti valves, heavy wall 3/8ths pushrods. #280-300 on the seat , 700+ open
Exhaust port work
Weiand Pro ram w/2 750's
2"min diameter headers w/40" primaries, 3-1/2 collector 20"s long
34-38*s timing
C-14 or Sunonco maximal.
Belt driven vacuum pump.
8,500 rpm
That ought to do it.

I dont know about reliable, but my car went 9.97 with stock rods, stock crank, home pocket ported OC 4v heads, 11-1 compression, and a flat tappet camshaft. It weighed 2850 w/driver, but used a C4 instead of a glide. Oh, and it was on alchy.
