You can call JE and ask them about the rings. Or, you can put a rod/piston/rings in the bore and use a fish scale to see what it takes to pull one down the bore, just to get an idea. For high strung applications, I'll use a really low tension ring pack with a Napier 2nd. The Napier ring does a really good job of controlling oil.
If you can seal the motor up good, a vacuum pump will make a good bit of power for you and even more so with a dry sump system. Just watch about pulling excessive amounts of vacuum as it can suck the oil right off the wrist pins. I use teflon rear main seals and timing cover seals. They help to seal the engine up. If you use them, make sure they go on dry...
As for mandrels, I've worked with both Jones and Peterson. They both have real nice products. If you need any info, I'll help as much as I can.
This is a Jones mandrel, set up for a serpentine system. Believe it or not, this 427W went in a Daytona Coupe replica road racer....but has A/C.
